O nome remete \u00e0 data de leis anteriores \u00e0 aboli\u00e7\u00e3o geral da escravid\u00e3o (de velhos e de crian\u00e7as) para reunir cidad\u00e3os livres contra o racismo. \u00c9 patrim\u00f4nio cultural imaterial da cidade, unindo na d\u00e9cada de 1930 os clubes 28 e Recreativo, \u201crivais\u201d do Carnaval.
